Municipal Projects

Since 1991, Sungate has partnered with municipalities across North Carolina to plan, design, and deliver infrastructure improvements that enhance mobility, safety, resilience, and quality of life. Our experience includes serving as Town Engineer for multiple communities, supporting local governments with transportation, stormwater, floodplain management, greenway, utility, and development-related projects.

Sungate has extensive experience delivering both locally funded and federally funded projects, including Locally Administered Projects (LAP), and is well-versed in the coordination, documentation, permitting, and compliance requirements necessary for successful project delivery. Our team works closely with municipal staff, regulatory agencies, utility providers, property owners, and community stakeholders to guide projects from planning and feasibility through design, permitting, bid administration, and construction.

Through long-standing relationships with communities across North Carolina, Sungate has developed a reputation for providing responsive service, practical solutions, and trusted engineering support tailored to the unique needs of each client.

The projects highlighted below represent a sample of the recent municipal engineering and infrastructure projects Sungate has completed or is currently delivering for local government clients across North Carolina.

Town Engineer – Town of Carrboro

Sungate has served as the Town Engineer for the Town of Carrboro since 1995, providing a wide range of municipal engineering, stormwater management, floodplain administration, and development review services. Responsibilities include construction plan review, stormwater and floodplain program administration, ordinance development, GIS and watershed studies, construction observation, and as-built certifications. Through this long-standing partnership, Sungate continues to support the Town’s growth while protecting community infrastructure and environmental resources.

Morgan Creek Greenway – Town of Carrboro

Sungate provided value engineering, redesign, and final design services for the Morgan Creek Greenway, a multi-phase greenway project in the Town of Carrboro. After the original design exceeded the available budget, Sungate developed a cost-effective alternative that included a FEMA-compliant bridge crossing of Morgan Creek and eliminated the need for a separate trail segment south of the creek. Services included surveying, public involvement, roadway and drainage design, hydraulic modeling and CLOMR coordination, sediment and erosion control plans, utility coordination, environmental permitting, construction plans, and bid administration.

North Main Street Sidewalk – Town of Holly Springs

Sungate provided design, permitting, and construction administration services for the North Main Street Sidewalk project in the Town of Holly Springs. The project included sidewalk design, drainage improvements, utility coordination, ADA compliance, sediment and erosion control plans, and NCDOT encroachment coordination. Through careful design and coordination, Sungate minimized utility conflicts and easement impacts, helping reduce project costs while improving pedestrian connectivity along the corridor.

American Tobacco Trail – Wake County

Sungate provided planning and design services for multiple segments of the American Tobacco Trail, one of the longest urban trail systems in the Triangle. Services included greenway planning, roadway crossing evaluations, drainage design, environmental coordination, and construction plan development to support safe and connected multi-use transportation facilities.

Lower Neuse River Greenway – City of Raleigh

Sungate provided hydraulic analyses and stream crossing design for multiple segments of the Lower Neuse River Greenway, a regional greenway corridor extending approximately 12 miles. Services included hydrologic and hydraulic modeling, floodplain evaluations, permitting support, and the design of stream crossings that balanced environmental stewardship with user safety and accessibility.

Highcroft Greenway Stream Crossing – Town of Cary

Sungate designed a structurally sound and hydraulically compliant stream crossing for the Highcroft Greenway in Cary. The project required detailed hydraulic analyses, structural coordination, and environmental considerations to provide a reliable crossing while maintaining regulatory compliance within an established greenway corridor.

Development Reviews – Town of Pittsboro

Sungate provides development review services for the Town of Pittsboro, serving as an extension of Town staff to evaluate stormwater, drainage, grading, and floodplain-related submittals. Responsibilities include reviewing stormwater management plans, hydraulic and hydrologic analyses, FEMA floodplain documentation, erosion control measures, and grading plans for compliance with the Town’s Unified Development Ordinance and applicable regulations. Sungate works closely with Town staff and development teams to help facilitate efficient project reviews and successful project delivery.

As-Needed Basin/Flood Studies – Town of Holly Springs

Sungate has provided basin and flood study services for the Town of Holly Springs, developing and maintaining watershed models used to evaluate the impacts of proposed development throughout the Town. Services include field inventories of drainage infrastructure, hydrologic and hydraulic modeling, floodplain mapping, Flood Study Reports, and technical review of developer-submitted models. Through these efforts, Sungate helps the Town effectively manage flood risks, support informed development decisions, and maintain compliance with floodplain management requirements.

Stormwater Reviews – Pender County

Sungate provides stormwater review services for Pender County, serving as an extension of County staff to evaluate development plans for compliance with local stormwater regulations. Services include review of stormwater management plans, hydrologic and hydraulic analyses, drainage calculations, grading plans, and construction documents, as well as participation in Technical Review Committee (TRC) meetings and coordination with developers and design teams. Sungate has also supported the County in updating its stormwater ordinances and developing a Stormwater Design Manual.
